We have recently submitted Limpsfield Parish Council’s response to Tandridge District Council’s Early Engagement Consultation on the new Local Plan, which will shape development across the District up to 2044.
We recognise the significant challenge facing the District in meeting national housing targets, particularly given the high proportion of Green Belt land and the sensitivity of many towns and villages to change. While we acknowledge that new development will be necessary, we have stressed that growth must be carefully planned, sustainable and respectful of local character and existing infrastructure constraints.
In terms of how housing growth should be distributed, we do not support an even spread of development across the District, as this would fail to reflect the differing character and capacity of individual settlements. Instead, we support a balanced approach, which may include new settlements alongside carefully planned development within and on the edges of existing towns and villages. Where Green Belt land is considered for release, we have emphasised that this must be done comprehensively and strategically, with clear and robust boundaries to prevent future urban sprawl.
In terms of housing need, we have highlighted the importance of delivering the right type of homes. In Limpsfield, there is a strong case for more smaller homes of three bedrooms or fewer. These would help older residents to downsize, free up larger homes for families and provide more opportunities for first- and second-time buyers. We have also requested the Plan looks beyond bedroom numbers and include minimum floor space standards, to ensure new homes are genuinely suitable for modern living.
Affordable housing is another important theme. While social rented housing remains essential, we believe there should also be greater emphasis on affordable routes into home ownership, such as shared equity models, particularly in an area where house prices are high.
Beyond housing, we have stressed that infrastructure and services must keep pace with growth. Development should contribute fairly to the cost of improving transport, healthcare, education and other local services. We have also highlighted the importance of town and village centres, local shops and community facilities, which play a vital role in sustaining community life.
It is vitally important to protect Limpsfield’s distinctive character, heritage and natural environment. Our Neighbourhood Plan, Conservation Area Appraisal & Management Plan are essential tools in helping to ensure that change is managed positively and that new development enhances, rather than erodes, what makes Limpsfield special.
We will continue to engage with the Local Plan process as it develops, ensuring that the views of the Limpsfield community are clearly represented as decisions are made about the future of the District.
